A Duocracy is a split system of governance featuring two distinct operational paths or mechanisms running simultaneously under a single collective governor—the people. "Duocratic Governance" operates on the premise that the "people as a collective" serve as the single sovereign ruler, eliminating traditional partisan warfare and legislative gridlock. The two operational paths are the old Debt-based path and the new and modern Needs-based path.

  • The Sovereign is the "Many": In Phelans definition, the ultimate governor is the collective acing as Platos Philosophy King, and aligning directly with Aristotle's classical definition of a polity (politeia), which he classified as the virtuous rule of the many.
  • The Collective Good: For a polity to function in the Aristotelian sense, the citizens must govern with a view to the common interest rather than individual factional gain. A system treating the people strictly as a single collective entity mirrors this intent.

Western democracy or a Duocracy

Based on the framework of a duocracy—a split system governed by the collective people—this model addresses several structural flaws inherent in modern Western representative democracies.

The Duocracy involves a structural, process-driven governance framework that allows "the people (collective)" to act as a single governor while keeping the corporate fiat system and citizen Karmic Credit (Kc) layers perfectly separated. The following forms of governance would work natively under this model:

  • The Structure: The entire state functions as a massive, nation-scale Decentralized Autonomous Organization (DAO).
  • The Mechanism: The legal rules of the Duocracy—such as the 10% annual depreciation of Guardian Rights, the 10-year call option, and the 6,500 Kc monthly injection—are hardcoded into smart contracts.
  • The Benefit: No government official can corrupt, pause, or alter the rules for personal gain. The system executes automatically, and the collective governor only votes on parameters (e.g., adjusting zoning laws or corporate transaction tax rates).

The foundation of this new approach is spiritual unity—embodied in principles such as good thoughts, good words, good deeds, and togetherness.
